Symptoms

Steps:
1. Create new project
2. Lock project
3. create new Business Service (BS)
4. Fill mandatory fields
5. Select Business Service
6. In context menu select "Deploy as Web Service".
7. Error message: "Could not find 'Business Service' named 'MyBusinessService'. This object is inactive or nonexistent.(SBL-DAT-00144)

We had tried with a lot of different scenarios: with methods and parameters defined, locked an unlocked projects, freshly compiled .srf etc.

The problem does not arise for any predefined/standard BS but only occurs for a newly created BS.
