Siebel Native Load Balancing is not distributing connections evenly (Doc ID 497635.1)

We have 4 Siebel Servers (HOSTNAME01, HOSTNAME02, HOSTNAME03, and HOSTNAME04) running the SCCObjMgr_enu and using the Siebel Native Load Balancing. All 4 Siebel Servers are configured as follow:

Max MTS=7
Mas Tasks=700

What we see in Production is that system with HOSTNAME01 would have 221 running tasks while other servers only has like 20 running tasks each. We took HOSTNAME01 offline and try balance the load but now we have 600 running tasks on HOSTNAME02 while HOSTNAME03 and HOSTNAME04 has about 50 running tasks.
