Activities Views - Alarm Field not Working

Symptoms

When you click on the Alarm field in all vanilla Activity views the following error:

[1] Wrong field values or value types detected in field Alarm. Please re-enter your field values. If you need additional assistance, please refer to the documentation. (SBL-UIF-00299)
[2] The alarm cannot be set for this appointment because the start time is after the time when the alarm should be triggered. (SBL-APS-00200)

The field itself is a vanilla field and can be replicated using the sample db.

Also the Due date (planned date) is later than the start date.
