Siebel Remote - Null Values Sort Behaviour in Local SQL Anywhere Database vs Server

We are using an Oracle 184.108.40.206 database in AL32UTF8 and binary sort.
We have noticed that the sort order in not the same for local and oracle db especially when a record is empty.
The result of the following query on local db select * from sys.sysoption where "option" = 'Sort_Collation' is internal.
The result of the following query on Oracle SELECT * FROM NLS_DATABASE_PARAMETERS is PARAMETER VALUE
NLS_TIME_FORMAT HH.MI.SSXFF AM
NLS_TIMESTAMP_FORMAT DD-MON-RR HH.MI.SSXFF AM
NLS_TIME_TZ_FORMAT HH.MI.SSXFF AM TZR
NLS_TIMESTAMP_TZ_FORMAT DD-MON-RR HH.MI.SSXFF AM TZR
