"Checked for relevance on 02-Feb-2015"

We have some functionality that is heavily dependent on timestamps. The process involves creating activity records, which we call CMDT requests. The process uses a customized bus comp based on the Action bus comp. When the user is ready for their request to be processed, they click on a 'Submit' button. There is eScript behind this button that does some validation and, if everything is OK, set the submitted data to the current date and time. When I look at the list applet in the gui that contains the Created field (vanilla) and the Submitted field (custom extension column), they are off by an hour. For example:
     my PC time:     7:56:00 a.m
     created:        12:47:56 p.m.
     submitted:      11:49:09 a.m.

I also have a field on the applet that gets set to the current date and time when the user checks a corresponding checkbox. This field is set by a bus comp user property:
"AV Hier Move Complete?", "AV Hier Move Comp Date", "IIF ([AV Hier Move Complete?] = ""Y"", Timestamp (), """")"
