Survivorship rule: record created by system A can be updated by system B multiple times (Doc ID 510848.1)

Symptoms

When a Account is created in a Edge system like CRMNA , siebel OOB behaviour is only 1 record is created in s_ucm_org_atgp for Default Account Attribute Group with ext_syst_id set to the edge system id of CRMNA. However, it is not creating the additonal records in s_ucm_org_atgp even though we have a attribute groups which is set to SOURCE and the confidence level is set to 90 for CRMNA, and 10 for PRMWW
here is what is happening with this defect:

1. The Account was created in CRMNA:
- the Account flows to UCM, and 1 record is created in s_ucm_org_atgp for Default Account Attribute Group with ext_syst_id set to CRMNA
- cross-ref record is added for CRMNA


2. The same Account is created in another edge system called PRMWW
- the records finds a match, so no new record is created in s_ucm_org_atgp for Default Account Attribute Group, however the ext_syst_id is changed to PRMWW
- cross-ref record is added for PRMWW, now we have 2 records in cross-ref

3. Duns# is changed in PRMWW
- The Account goes through the link/update
- The survivorship is executed, where no record exist for DUNS# attribute group (SOURCE) in s_ucm_org_atgp to compare and evaluate. So the incoming record from PRMWW wins (even though it has a confidence level of 10) and the duns# is updated.
