Unexplained time-out by EAI HTTP Transport under high calls volume

One can experience following behavior of the EAI HTTP Transport adapter, used in outbound HTTP integration link (such as Siebel Outbound Web Service):

1. Siebel Application traces below indicated HTTP-exchange time-out expiration, upon increased load (number of calls) for the EAI HTTP Transport business service invocation to contact multiple times  same external Web Server:

2. It was identified (with the help of a third-party HTTP sniffer and the external Web Server log), what no any HTTP-request data were even sent from Siebel Application side. Note: the fact of receiving an HTTP-request data on the external Web Server side, but delaying with the HTTP-response to the Siebel Application, would be considered as expected behavior, because of the increased HTTP-exchange load.
