Is it possible to use UtcConvert function in VB code?

In UtcConvert function the 2nd Parameter is Time Zone. This parameter specifies timezone in which you want to convert time. I suppose this parameter should match the Siebel TimeZone Administration value.

Now if I want to convert time to Pacific time zone has 2 times summer time with daylight saving & winter time with standard time.

I want to make sure that this is automatically taken care of.
What should I specify as 2nd Parameter?
UtcConvert("...", (GMT-04:00) Santiago)
UtcConvert("...", Pacific SA Standard Time)
UtcConvert("...", Pacific SA Daylight Time )
