Symptoms

We are running 7.8.3 Siebel Financial Services on two load balanced application servers (APP_P01 and APP_P02) with the Workflow Management and Enterprise Integration component groups enabled and active. We have several workflow processes that use the EAI OM component. The Workflow Process Manager component is running on both app servers with the following parameters:

MinMTServers=1
MaxMTServers=1
MaxTasks=20

Our problem is that whenever we restart the application server services, Workflow Process Manager component fails to start (errors out) on APP_P01. We then have to manually start it in the Server Manager UI. Also, it seems that all the Workflow Process Manager tasks run only on the second app server (APP_P02). We would expect that both Application servers should process these jobs.
