Invoking Actuate Report error

In our environment, Actuate Report Server have been installed and configured according to the installation guide.
However, when a report invoked from Siebel Client, such as "Account List" report, it incurred a error as the following:
Error: WI_UnknownSymbolicArgumentType: ''
