Availability-based assignment (Check Employee Calendar = Y) not returning employees for certain time (Doc ID 526768.1)

We are using the Check Employee Availability flag on Assignment Manager for a field service implementation. We are also using the Book Appointment button to view time slot availability.

When using the 'Check Employee Availability' flag I get inconsistent results.

When we click 'Assign' on the Activity record and enter a future 'Latest Start' date, we don't get any people in the Assign pick applet. If you select a 'Latest Start' date that is within 7 days of today we do not get any people to assign. Is it taking the glued period into consideration? If so, isn't the glued period the first 2 days? Days 8-19 I do see someone available in the Assign pick applet but after day 19 there are no more records in the Assign pick applet.

The Book Appointment button however works completely different. There always appears to be time slots available even when there is no one to assign the activity to.   

Why are there time slots in the Book Appointment feature when there is no one to assign via the 'Assign' pick applet?

Why does assignment manager state that a person is not available when the person does not have anything assigned and their calendar is empty?
