Upon trying to Simulate Workflow against the FRA Loyalty application, we are getting the following error : "Unable to create the Business Service 'Web Engine Interface'(SBL-DAT-00227)" and the application doesn't start. Against the ENU Loyalty application, we are getting bad username/password errors, and the application doesn't start either.

No log files are created in either case (log level 1). Tools and Web client are both installed with ENU and FRA languages. Please advise.
