Error on Tools when making Full Get in Unicode Env

We have just upgraded our development environment to Unicode (AL32UTF8).
We have extracted new tools databases, but when trying to make a Full Get we get the following errors:
Siebel-ERR-1109, Siebel-ERR-1107, Siebel-ERR-1124, UTLDataImportFile (see attachement).
I have read SR 38-1002602351 and verified that the ODBC Registry Entries on the Dev Server is
PacketSize = 0
EnableScrollableCursors = 0
ColumnsAsChar = 1
ColumnSizeAsCharacter = 1
NLS_LANG is set to WE8MSWIN1252.
Any ideas of what could cause this?
This error prevents us from continuing development, so a quick response/resolution will be highly appreciated.
