Symptoms

CTI Toolbar / Communication Panel is either disabled or doesn’t show up and the following error is encountered in the SComm_<USERNAME>.log and Object Manager log files :

(For older Siebel releases the above error message also appears in the Application Menu Status Message in the User Interface for a couple of seconds).
