Siebel application hang for few minutes and than Siebel CTI Toolbar does not load properly with Avaya CvCT for Siebel 7 CTI Driver

Our callcenter implementation partner (Newtell Essence) installed and configured the Avaya CT for Siebel software.
In Siebel Communication Administration were defined telesets, extensions, agents, along with driver AVAYA_CT4S (Library name AvCT.dll).
When an agent logs in, the CTI Toolbar appears but the screen freezes, after 5 minutes the message " " appears and the webclients' session is closed.
The previous error (Failed to create driver instance AvCT.dll,) does not appear anymore.
