Siebel application hang for few minutes and than Siebel CTI Toolbar does not load properly with Avaya CvCT for Siebel 7 CTI Driver (Doc ID 546002.1)

Symptoms

Our callcenter implementation partner (Newtell Essence) installed and configured the Avaya CT for Siebel software.

In Siebel Communication Administration were defined telesets, extensions, agents, along with driver AVAYA_CT4S (Library name AvCT.dll).

PROBLEM:
When an agent logs in, the CTI Toolbar appears but the screen freezes, after 5 minutes the message " " appears and the webclients' session is closed.

The previous error (Failed to create driver instance AvCT.dll,) does not appear anymore.
