Cannot submit new jobs after upgrading to Oracle 10g: New tasks stay in queued status, dict-ERR-1107 and dict-ERR-1109 in the tasks' logs (Doc ID 565149.1)

Symptoms

Customer reported the following:
At this point the Jobs functionality stopped working and it is not possible to submit a new jobs as any server tasks like EIM, Database extract, Generate New Database as these tasks are staying in Queued state.

SRProc is both not processing the Queued requests from S_SRM_REQUEST table; and also the related log files do not give any indication that the task is running as expected. The logging level was increased to 5 for all events, but still the log files do not give enough information.

The information that is expected to be seen in the task log file is that SRProc queries against the S_SRM_REQUEST table every ten seconds.

The following error message could be noticed in the tasks' log files:

TxnRoute_49207.log
Message: Error: An ODBC error occurred,
Additional Message: Function: DICGetIndexes; ODBC operation: SQLFetch
Message: Internal error occurred in a procedure.,
Additional Message: dict-ERR-1107: Unable to read row 0 from export file (UTLDataDelimRead).


WorkMon_49201.log
Message: Internal error occurred in a procedure.,
Additional Message: dict-ERR-1109: Unable to read value from export file (Data length (4) > Column definition (3)).
Message: Internal error occurred in a procedure.,
Additional Message: dict-ERR-1107: Unable to read row 0 from export file (UTLDataValRead pBuf, col 4 ).


Changes

The RDBMS was migrated to Oracle 10g.
