SComm.log and any Communications Driver log not been generated on Siebel version 8.x

Information in this document applies to any platform.
After Siebel Server 8.0 installation no SComm.log or CTI Driver log get generated even after setting the log parameter 'Log Debug Message' to TRUE for the Application Object Manager as well as as for the Communication Session Manager.
This behavior is specific to Siebel Server 8.0 over Windows platform.
