Cannot connect using web ded client (Doc ID 730024.1)

Customer cannot access database using web dedicated client, receiving the error that User id or password is invalid. Using the same user/password can connect fine to the database using SQL*Plus.

The following errors appear on the log file:

Additional Message: dict-ERR-1109: Unable to read value from export file (Data length (4) > Column definition (3))
SBL-DAT-60237: Error loading dictionary file diccache.dat.
