What is Process of "Partner User Registration" - Functionality? (Doc ID 730778.1)

We are trying to figure out the Partner User Registration vanilla functionality in the Siebel Partner Portal 8.0 application.
That too we are mostly concerned of this functionality can be achieved through Web services.

In this process I had tried using the standard web services which are Provided in the Application. i.e; "PartnerRegistration" (Inbound web service).
at this point I am bugged with few questions relating to the workflow "PRM Register Partner User Process" which is invoked in the background.
I see that the web service is taking two inputs
1. Few fields related information regarding the contact.
2. Partner Identifier (CSN number of the Partner).

Q1:: Here I don't see the Purpose why the Partner Identifier is enabled.

Q2: Do this workflow assign the Contact to the Partner record whose identifier is specified .

Q3: the Work flow "PRM Register Partner User Process" In the first step it looks for the Primary BC which is "Prospect Partner", and later
on in the second step it queries in the "Channel Partner" BC for a Partner record where CSN = << the Provided Partner identifier>>, this logic leaves us very confused?
