Task "Wave Launch" stayed in status "In Progress" for Siebel 7.8.x Campaign with Email Offers (Doc ID 735477.1)

Sporadically Siebel Marketing Campaign with Email Offer fails.
After the Campaign is launched the execution status of task "Wave Launch" stayed in status "In Progress". Most of Contacts/Prospects status is not updated to status "Sent", although some contacts/prospects received the email offer.
Restart the Siebel Email Marketing Server Daemon does not recover the campaign as expected, the Wave Launch task or Wave status keep on going.
In esd.log file we can see the following errors:

[SMTPTalker-1] WARN SMTPTalker Unexpected exception in run
at com.siebel.sem.esd.EsdQueueHandler.processBounce(
at com.siebel.sem.esd.EsdWebService$1.bounceMessage(
[main] ERROR LocalDriver Unable to recover mailing in F:\Siebel\7.8\MarketingServer\eMailSendingdaemon\state_dir\mailings\00000033
