How To Simulate The Application Behaviour Of Revising A Member Tier

My customer has a requirement that when a loy member is created, he/she should be set to a higher tier level other than the base tier.
In siebel OOTB, every new member is set to base tier when newly created, Is there a way to create a loy member with initial tier other than base?
When some members are created in Siebel Loyalty, they should be set to a higher tier level rather than the base level. Their points counting should be based on the higher tier promotions accordingly.
I plan to simulate the manually process of upgrading tier level after those members are created.
But I am not sure about the process behind the "Revise" and "Approve" buttons?
Can you please advise on how to simulate it and make it automatically?
