After enabling Oracle Access Manger (SSO) Siebel users cannot download the HI client (Doc ID 746538.1)

Symptoms

Error message SBL-UIJ-50660 displayed to users when accessing Siebel application version 8.0.0.3 in Single Sign-On (SSO) mode. As a result of not being able to download the IEOP the user is unable to access the application. If the corresponding virtual directory on the Web server is not protected then this issue does not occur.
