EIM Unable to get column S_ORG_EXT.MASTER_OU_ID populated

Statement of what the issue is
Siebel/Platform : 126.96.36.199 SIA /MS Windows 2003
Database : Oracle 9I
Loss of functionality
Newly imported accounts cannot be viewed from MyAccounts, or All Accounts views because MASTER_OU_ID is not being populated through EIM correctly.
Sequence of events/Steps to reproduce
1) Populate EIM_ACCNT_CUT table to load the account data including MASTER_OU_ID.
2) In order to populate MASTER_OU_ID, the MASTER_ACCNT_NAME, MASTER_ACCNT_BU and MASTER_ACCNT_LOC should be same AC_NAME, AC_BU and AC_LOC so populate the MASTER_* columns accordingly.
3) Create ifb file to allow inserts and updates on S_ORG_EXT table
4) Run EIM job.
5) The objective is to import & update S_ORG_EXT for 1006 records. Out of 1006 records, 37 records are failing to import MASTER_OU_ID column. The import of other columns are working fine.
The significance of loss
The Accounts are imported with MASTER_OU_ID set to NULL (on 37 records) and as a result such accounts cannot be viewed from all views in the Accounts screen.
Process [UpdateMasterOUID] had 37 rows fail
on EIM_ACCNT_CUT for batch 2003 in step 7, pass 403:
Failed to resolve foreign key value. (severity 8)
S_ORG_EXT (Organization (Account))
MASTER_OU_ID (Master Ou Id)
This is a foreign key value in the base table and the values in the interface
table did not resolve to valid values. Verify that the IF columns correspond to
existing base table rows or new interface table rows.
This failure did not eliminate the rows from further processing. Processing
will continue for other columns in the same and in other destination base
What is working
Out of 1006 records, 37 records are failing to import MASTER_OU_ID column. The import of other columns on S_ORG_EXT is working correctly.
EIM is expected to work correctly by populating MASTER_OU_ID as well, so that newly imported accounts can be seen from all views within Accounts screen.
