Load Balance requests are uneven, all the requests are going to one server alone

Customer has 3 application servers server1, server2 and server3. Two Web servers ws1 and ws2 and one gateway server.
Many of the requests are going only to server3 it is having 280 connections where as other two having 91(server1) and 101(server2) connections.
Due to more number of users the CPU usage is more than 90 %.
What should be done to send the request to all the three servers equally?
