CIAI Error DDLIMP-ERR-1071 while running DDLSYNC

The behavior occurs on Siebel 8.0 or 8.1.1 CIAI enabled environments, SBA or SIA, with Siebel Database implemented in IBM DB2 for LUW or IBM DB2 for z/OS
Symptoms
During the execution of DDLSYNC process (which can take place as part of a Siebel Upgrade, Incremental Repository Merge, IRM or just Repository Migration/ Synchronization ),
the ddlimp utility that should generate the DDL/ DML meant to synchronize logical and physical Siebel schema stops with the following error if one of the tables has a CIAI enabled column:
DDLIMP-ERR-1071: Unable to build ddl statement "rebuild test" ((Table Rebuild Failed) Column: 'NAME_CI' in the input file is Function based and Column in the database is not Function based).
Or just:
DDLIMP-ERR-1071: Unable to build ddl statement "modify col" (Cannot modify a function based Column 'NAME_CI').
Changes
On Siebel CRM 15.x, the out of the box Siebel schema has at least two columns defined as such:
T_DETAIL.NAME_CI
T_MASTER_POSTN.MASTER_NAME_CI
