SR Broker Error SBL-SRB-00060 The server hasn't started completely

Customer found below error in SRBroker log from time the server was started:
GericLog GenericError 1 0 2009-03-13 23:25:46 (srbroute.cpp (7322) err=5700060 sys=0) SBL-SRB-00060: the server hasn't started completely
What does this message mean and how to react to it?
Server main log does not show any sign of problems.
