Why the Data Quality engine is called twice for the same record on the Batch UCM workflows?

When processing a record form the Source Data and History table to insert it on the Base table in UCM using the Batch Data Management (BDM) workflows, it was noticed that the Data Quality engine was called twice for the cleansing and matching.
