System LOVs for ENU deactivated if ENU is added to a non-ENU Siebel schema

Information in this document applies to any platform.
If Siebel has been implemented with a non-ENU language set as base language and ENU (English-US) was added as an additional language to this non-ENU Siebel application, it can be noticed that some standard Siebel functionalities do not work as expected for ENU..
This can be noticed, for instance, after the following Siebel Db server task was executed against the Siebel DB:
* Add a language to an existing Siebel DB
The functionalities affected are, among others:
- Siebel server administration views.
- Workflow Process Manager
- Siebel Tools Worflow designer views
Note: This issue only applies if the Siebel application was installed selecting a non-ENU language as a base language and, the ENU language was added to this environment.
