Locales Missing in S_SYM_STR_INTL Table (Doc ID 831473.1)

Symptoms

After importing Siebel 8.1.1 with English and Swedish languages, the user was able to log into either object manager and see the labels in the corresponding laguage.

In the LOV table , LOVs appeared in both languages.

However if looking in Symbolic string object in Siebel Tools or query the S_SYM_STR_INTL table in the database I can only see English locales.

Why are the Swedish translations not there?
