Audit Trail Data Not Visible After Upgrade from Siebel Version 7.x to Version 8.x

Description of Issue:
It was reported that after upgrading from Siebel version 7.8.2 Horizontal to Siebel 22.214.171.124 Horizontal, historical Audit Trail records were not visible in the User Interface of the application.
The root cause of this was discovered to be that the BC_BASE_TBL column in S_AUDIT_ITEM table was empty. This is a new column in the Siebel Version 8.x. This column was not being updated properly by the upgrade process.
Use of EIM was attempted to populate this data in S_AUDIT_ITEM but unfortunately there are no documented user keys for this table from Siebel Tools (According to Siebel tools there are no user keys for S_AUDIT_ITEM). And hence there is no way EIM would perform a successful update.
Two things were tried to overcome this and both failed:
1. Took all the required columns in S_AUDIT_ITEM and populated in EIM_AUDIT_ITEM and tried to run the update on BC_BASE_TBL in S_AUDIT_ITEM. This did not work.
2. Did an export of the records in S_AUDIT_ITEM. Updated the BC_BASE_TBL in EIM_AUDIT_ITEM with the required value and tried running the update process. This also did not work to resolve the issue.
The issue is that the upgrade did not properly populate this needed data and EIM cannot be used to correct the issue.
The goal of this document is to describe how to get this data migrated so that the historical Audit Trail data shows up in the application.
