Outbound communication manager is not working

I understand that after migrating from Siebel release 8.0 to 8.1 the outbound requests sent from Send/Notify functionality which is getting invoked by an LOV is not processed correctly by the CommOutboundMgr component. The outbound requests fail with the error message below:
SBL-OMS-00203: Error (null) invoking method "(null)" for Business Service "(null)"
