Characters appearing as question marks in BI Publisher reports (Doc ID 871748.1)

We use the BIP reports within Siebel to generate process documents in many different languages. Therefore we created Rich-Text templates and xliff files for each report and each language. It was necessary to create an own template for each country because the templates may differ from country to country.
Currently we face the problem, that special characters in some languages (e.g Poland) are displayed as questionmarks “?” when invoking the report out of the application

Within the Siebel application we have one record per report per language. Each record has assigned it’s own .rtf and .xlf file. Example:
