swse log file does not exist

We are trying to debug a logon issue in our Siebel 22.214.171.124 QA Environment as we are setting up adsi. Previously we had the swse log being generated after every iis or server re-start but after enabling the HighInteractivity Mode, we are not able to see this file getting generated under; \\SIEBEL_ROOT\SWEApp\log folder on our webserver.
Could you please let us know if this the correct procedure to see or have this log generated or am I missing something here.
Now, fyi we set the following environment variables and parameter as per the documentation.
System Environment Variables on Webservers:
SIEBEL_SESSMGR_TRACE = 1
SIEBEL_SISNAPI_TRACE = 1
SIEBEL_LOG_EVENTS = 5
Parameters in eapps.cfg file
Log = Details <-- This parameter is no longer used.
Sesssion Monitor = TRUE
We restarted the webserver as well as the physical siebel server for this to take effect but unfortunately I still CAN NOT see the swse log file?
