Alarm Pop-up for Activities does not Appear After Upgrading Application

It was reported that application user was unable to see the alarm popup messages. Activities which have a date/time that has already passed the current date/time should have an ALARM pop-up message in the Siebel application.
Steps to Reproduce:
1) Go to Activities > Create a new activity and check the "ALARM" checkbox in the list applet, If the ALARM column does not display, right click and choose "Columns Displayed" and move the ALARM column to the right and click OK.
2) Make sure the Start Date is in the past.
3) Logout and relog back in. The ALARM popup should occurr immediately. It does not.
