Can't remote login as root on Solaris systems due to settings in /etc/default/login (Doc ID 1001469.1)

The default behavior is to require root logins to be at the system console.  Attempts to remotely login as root (using either rlogin or telnet), are both denied with the following message:

(a) Using rlogin:


In both of the examples, the crucial message is:

"...Not on system console..."
