Can't remote login as root on Solaris systems due to settings in /etc/default/login (Doc ID 1001469.1)

The default behavior is to require root logins to be at the system console.  Attempts to remotely login as root (using either "rlogin" or "telnet"), are both denied with the following message:

(a) Using "rlogin":


In both of the examples, is the crucial message:

"...Not on system console..."
