Goal

Using auto-negotiation is the IEEE 802.3 standard and customers are encouraged to follow the "intent" of 802.3u/z standards and implement auto-negotiation in fast Ethernet and gigabit Ethernet environments. 

Oracle recommends that the practice of forcing interfaces should be avoided unless absolutely necessary. Disabling auto-negotiation has been the source of many cases involving link failures, network delays and performance problems.

Policies which dictate the disabling of auto-negotiation for historical reasons should now be discouraged.
