Solaris Cluster Oracle Database Resource fail to start with error: ORA-01031: insufficient privileges (Doc ID 1006218.1)

Symptoms

A problem can arise where Oracle Database can start up outside of the Cluster but not under the control of the Cluster Agent.
The database fails with the following error being reported in /var/opt/SUNWscor/oracle_server/<resource name> log file:
