Oracle HSM (SAM-QFS): Unable to Archive to a Disk Volume - "No volumes available" (Doc ID 1008357.1)

Symptoms

Unable to archive to a disk archive volume.  An excerpt from the command "archiver -lv" shown below, reports "No volumes available" for the specific disk archive volume in question.

Using the "samcmd D" command you may see either an 'E' flag or an 'F' flag on the disk volume in question.  The 'E' flag is shown in the example below:

index space capacity flags volume
0 3250038243328 3502821605376 -r--E diskvolumename
