Solaris Cluster 3.x Reconfiguration fails - panic with failfast ucmmd died and "error 1 in step cmmstart" (Doc ID 1011178.1)

There are many reasons why a cluster UCMM reconfiguration fails. This article examines a specific example where the reconfiguration fails due to insufficient Veritas/Symantec licensing.
The panic string one sees in this case is simply:
panic string:   Failfast: Aborting because "ucmmd" died 30 seconds ago.
..."and the actual reconfiguration step that fails (from the messages) is:

Oct 31 07:20:54 server1 SUNWscucm.ucmm_reconf: [ID 281819 user.error] cvm exited with error 1 in step cmmstart
