FTP error: 530 User <user> access denied or 530 Login incorrect due to configuration issues (Doc ID 1011788.1)

Symptoms

The following message was received when ftping to a Solaris 2.6  system:

# ftp 
Connected to .
220  FTP server (SunOS 5.6) ready.
Name (:): 
331 Password required for .
Password: 
530 Login incorrect.
Login failed.
The following message was received when ftping to a Solaris[TM] 2.5.1 system.
# ftp 
Connected to .
220  FTP server (UNIX(r) System V Release 4.0) ready.
Name (:): 
530 User  access denied.
Login failed.

The following message was received when ftping to a Solaris 8 and above:

220 host1 FTP server
Name (host1:XXXX): root
331 Password required for root.
530 Login incorrect.
Login failed

In all the cases, rlogin and telnet work fine.
