Symptoms

This is involving a mount request for a volume that is not in the ACS.
Specific volume mount request.
The volume should allocate to a library drive.
The cartridge in question is outside the library.
Message IEF877E is issued.
Drives in the IEF877E message are overgenned.
Drives in the IEF877E message do not exist.
No library drives are in the IEF877E message.
May also see messages SMC0045 and SMC0045 from SMC.
SMC0046 LOCTYPE VOLUME NOT IN LIBRARY would have excluded all devices; not honored
