Goal

What to do when removing VTCS from the configuration.
How do I prevent VTCS from initializing so that I can totally remove VTCS from my environment?
The HSC CDS no longer contains the virtual configuration but I still see SLS6650I and/or SLS6653I during initialization.
My environment has never had VTCS but after upgrading to ELS 7.x, VTCS tries to start.
