Symptoms

VTV is being assigned the wrong MGMTCLAS.
VTV is not able to migrate to the correct STORCLAS.
Default MGMTCLAS is assigned to VTV.

SMS is used to assign MGMTCLAS.
VTV management class is determined by ACS routines and not an SMC POLICY.
TAPEREQ is not used to assign MGMTCLAS.
