Volume is Mounted as Scratch but is Rejected with IECTMS3 RC=32 (Doc ID 1013685.1)

Volume is being rejected for scratch mount by CA-1.
Problem occurs for some but not all volsers.
CA-1 issues message IECTMS3 for scratch mount.

IECTMS3 DDDD,volser,IS NOT SCRTCH (32)
