Symptoms

Message is issued:  SLS6671E PPPPPPPP scratch pool empty, Reply R to retry
Query SCRATCH shows many VTV scratch volumes available.
Display scratch shows many VTV scratch volumes available.

Changes

VTCS CONFIG was recently run to add a new VTVVOL range.
