Jobs Periodically Fail Allocation After Messages SMC0091 and SMC0043 (Doc ID 1014919.1)

Symptoms

One job runs while another identical job fails allocation with SMC0043.
Allocation works for some jobs but not others.
Jobs fail periodically with SMC0091 and SMC0043.
One job is successful while another identical job with a different jobname fails.

SMC0091 Could not allocate job jobname stepname after applying all exclusion levels; backing up until allocatable
SMC0043 Job jobname step stepname not allocatable at MINLVL=2; failing DD ddname (at SSI78)
IEF005I jobname procstep stepname ddname - EDL CHANGED OUTSIDE ALLOCATION FOR DEVICE TYPE 3490|3590
