Symptoms

Port needs to be manually varied online in "cmd_proc"
Port is not going online after ACSLS server is rebooted with the "reset all" option
Port is not going online after ACSLS server is power-cycled
ACSLS is having problem communicating with the 9740 library

Changes

ACSLS server was power-cycled
