VTV (Virtual Tape Vlume) is Scratched by ExLM or LCM Soon After It Becomes Non-scratch In The Tape Management System (Doc ID 1015216.1)

Sun StorageTek Expert Library Manager (ExLM) - Version 6.0 and later
Sun StorageTek Library Content Manager (LCM) - Version 7.0 and later
IBM z/OS on System z
This solution is applicable when ExLM or LCM is used to sync scratch volumes in the HSC CDS.

Symptoms

Nonscratch VTV is mounted as scratch.
VTV was scratched in the CDS soon after it became nonscratch in RMM.
VTV was scratched in the CDS soon after it became nonscratch in CA-1.
VTV was put into scratch status shortly after it had been used.
VTVs that are not in scratch status are being selected for scratch mount requests.
VTV is non-scratch according to the tape management system.
Error message is issued by the TMS and the scratch volume is kicked down.
IECTMS3 dddd,vvvvvv,is not SCRTCH (08)
EDG4027I Volume vvvvvv rejected. It is not scratch, volume request was non-specific.
