Symptoms

testlmu and testports utilities complete successfully but acsss_config fails during hardware reconfiguration
testlmu works but acsss_config fails to recognize the LMU
testlmu can successfully talk to the LMU but the acslh process cannot

Changes

 A 4410 library was converted to a 9310 library
