Goal

Does HSC stop mounting scratch tapes after a certain number of volumes are rejected by the TMS?

Scratch volumes are rejected for a mount by the TMS.
TMS rejects scratch volumes and HSC continuously mounts volumes that get rejected.
Scratch volumes are selected from the wrong subpool or from subpool 0.
HSC is selecting volumes that are marked as scratch in the CDS but they are not scratch in the TMS.
